William E. Underwood received a Ph.D. in Computer Science from the University of Maryland in 1979. He has been on the faculties of the Department of Computer Science, University of Maryland and the School of Information and Computer Science, Georgia Institute of Technology. He is currently Chief Research Scientist with Artificial Intelligence Atlanta, Inc., Decatur, GA. His research has included contributions in automated indexing and abstracting, intelligent information retrieval, intelligent agent architecture, theory of two-dimensional languages (mathematical and chemical notations), and software engineering methodology.

In the last five years he has focused on basic and applied research issues in records management. Under sponsorship of the Army Research Laboratory and the DoD Records Management Program Office he has focused on development of new software techniques and data structures for classification, filing and retention of electronic records, formal foundations of records management, and methodology for defining functional requirements.
