Constance Werner Ramirez, Director, Federal Preservation Institute, National Park Service, U.S. Department of the Interior. FPI provides education, training, and awareness opportunities to assist all federal agencies in carrying out their historic preservation responsibilities. Prior to coming to the National Park Service in 2000, Dr.Ramirez was the Federal Preservation Officer at U.S. General Services Administration. From 1977 to 1995, she developed the cultural resources management program for the Department of the Army, where she was the proponent for many historic preservation technology projects. Since 1980, she also has taught preservation planning in the graduate program at the University of Virginia, George Mason University, The George Washington University, and the University of Maryland. Educated at Wheaton College (MA), she holds a master's degree in city planning from Yale University and a doctorate in urban and regional planning from Cornell University.
